This text by Ricardo Raimundo Nogueira, The memory of the most notable things dealt with in the conferences of the Government of these two kingdoms from 9th August 1810, when I entered to serve the place of one of the Governors, to 5th February 1820, which was known to and quoted by many specialists of the period, has the internal organization of a diary. The main idea underpinning the integral publication of this synthesis document was to make the manuscript version accessible to a broader readership. Though it is not always easy to read, it is an important text for understanding the political, financial, economic and social situation of the kingdom on the eve of the 1820 revolution.
The introductory study to this documental edition recovers the fundamental features of Ricardo Raimundo Nogueira’s biography, stressing his sense of commitment and his renovating spirit, both in the field of teaching of law but also, particularly in the civic and political sphere. The historical context and conditions of governability that dictated his participation in the executive, in a period of war, governmental instability, institutional indeterminacy and the absence of royalty, clearly illuminate his superior understanding of laws and bind the statesman to the controversial resolutions of the regency of the kingdom during the collapse of absolute monarchy.
