Fernando Andresen Guimarães, who is currently the Head of the Russia Division of the European External Action Service (EEAS), holds a PhD from the London School of Economics, and has a vast experience in diplomatic affairs. He was the Head of the Division for North America and Canada between 2011 and 2015, and beforehand adviser with the European Commission. He has also been with the Department of Peacekeeping Operations of the United Nations (2003 and 2004). He is currently Adjunct Professor of European and Global Diplomacy and Member of the Advisory Board of Vesalius College, in Brussels, and a Council Member of the European Council on Foreign Relations, in London. Despite his intense diplomatic activity, Dr Andresen Guimarães has also been publishing, such as recently a chapter on an edited book on The European Union as a Diplomatic Actor, edited by Joachim A. Koops and Gjovalin Macaj, titled "Speak Up! Getting the EU a Voice at the UN General Assembly", among other publications.
