Nevzat Özel, professor at the Department of Information and Records Management, Faculty of Language and History-Geography at Ankara University, Türkiye, will give a seminar ‘Open Science and Academic Transformation: Policies, Practices and Critiques’ on May 23, at 2:00 p.m., online.
The event is organized collaboratively by the Coordination of the PhD program in Information Science (Faculty of Arts and Humanities, University of Coimbra) and Projectory (CEIS20) to promote discussion of the new Open Science Policy. The session will focus on the structural and epistemological implications of Open Science, going beyond its technical dimensions.

Abstract
Open Science is reshaping the way knowledge is created, evaluated, shared, and reused. This doctoral-level session offers a critical exploration of Open Science as both a policy agenda and a transformative research practice. Participants will examine key components, including open access, open data, open peer review, and citizen science, while discussing the broader ethical, political, and epistemological questions that emerge in global research ecosystems.
Through international examples such as the European Open Science Cloud (EOSC), UNESCO's Open Science Recommendation, and DORA, this session will highlight how Open Science is influencing research assessment, equity in knowledge sharing, and academic freedom. In addition, the session will critically examine the potential inequalities embedded in Open Science practices, infrastructural disparities between regions and institutions, challenges related to data security and privacy, and the implications of openness for scientific autonomy. Participants will be invited to engage with Open Science not merely as a set of technical tools, but as a broader project aimed at the democratization of knowledge production. This session aims to provide an advanced-level discussion platform for researchers who already have experience with Open Science practices, with a particular focus on structural transformation and critical perspectives.
Biography
Prof. Dr. Nevzat Özel is a professor at the Department of Information and Records Management, Faculty of Language and History-Geography at Ankara University, Türkiye.
He holds a PhD in Information and Records Management and has over 21 years of academic and administrative experience in the fields of information and knowledge management, digital technologies, learning and information literacy.
Prof. Özel has extensive expertise in the development and management of open access digital repositories, digital archives, digital museums, journal management systems, library automation systems, and learning management systems. He has played a key role in implementing and integrating innovative digital platforms that advance open science, scholarly communication, and the preservation of cultural heritage.
He is the author of numerous scientific publications, including journal articles, book chapters, and edited volumes in the fields of library and information science. He is also an active member of several professional networks.
His academic and professional efforts aim to harness digital technologies for building more equitable, empathetic, and human-centered information and learning environments.
