In his intervention, Tiago explained Portugal lives the drama of being an intermediate income country with the demographics of a rich country. An aging population hinders the growth process because the promotion of the engines of growth (human capital and innovation) is slower among the elderly and the sustainability of the welfare state. Policies to encourage the birth rate do not have the sufficient effect, so the only solution is a medium- and long-term immigration policy that integrates and qualifies immigrants.
