Horizon Europe Programme Description

Horizon Europe is the 9th Framework Programme for Research and Innovation of the European Union (EU) for the period 2021-2027.

It is structured in three specific pillars and one transversal pillar aiming at:

  • fuel EU’s scientific and technological excellence and the strengthen the European Research Area;
  • tackle policy priorities, including green and digital transitions and Sustainable Development Goals;
  • boost Europe's innovation uptake, competitiveness and jobs.

In order to put science and innovation investment at the service of society and meet major global challenges, five missions have been identified:

  1. Find a cure for cancer
  2. Adaptation to climate change including societal transformation
  3. Healthy oceans, seas, coastal and inland waters
  4. Soil health and food
  5. Climate-neutral and smart cities

The main action lines to fulfil these missions are included in Pilar 2 - Global Challenges and European Industrial Competitiveness, which will benefit from other complementary actions under the other pillars and EU programmes.

Horizon Europe will be implemented also through the European Defence Fund and complemented by the Euratom Research and Training Programme. Partnerships with national authorities of the Member States and private sector organisations are also foreseen.

With a global budget of around 95,5 billion euros, Horizon Europe is the biggest EU instrument specifically aimed at supporting research through the cofunding of innovation, research and demonstration projects.

Funding is granted via competitive calls and an independent assessment process of the submitted applications.
