Mobility is a temporary change in the functional arrangements of an employee, within the same institution or service or between different institutions or services, for reasons of public interest, with a view to improving the efficiency of services through the rational use and valorisation of the human resources of the public administration.
- Inter-career mobility – mobility between different careers for the fulfilment of functions inherent to a career of functional complexity degree equal, higher or lower than the career in which the public employee is integrated;
Example: mobility from the career of Technical Assistant to the career of Senior Technician.
- Inter-category mobility – mobility between different categories of the same career for the fulfilment of functions inherent to a higher or lower category than the career of which the public employee is holder.
Example: mobility from Technical Assistant to Technical Coordinator
Yes. The inter-career or inter-category mobility depends upon the degree of appropriate qualification of the public employee and may not change substantially his/her status.
No. Only employees with indefinite public employment contracts can benefit from the Mobility scheme.
Yes, subject to exceptions and legal requirements.
Example 1: Mobility from a Technical Assistant to the career of IT Technician - can take place as long as the employee fulfils the entry requirements for the career of IT Technician.
Example 2: inter-category mobility from an IT Specialist grade 1 to an IT Specialist grade 2 - cannot take place because, according to the IT Career Statute, promotion to a higher category is "subject to a competitive examination and to having remained in the previous category for four years with a classification of " Very good " or at least six years with " Good ".
Mobility has a maximum duration of 18 months, after which the employee either integrates the new career/category or returns to his/her original career/category. Exceptionally, mobility can be extended beyond 18 months if the State Budget Law allows it.
As a general rule, an employee can never be paid at a lower level than the pay grade in the service/career of origin.
The following circumstances shall apply:
A. In the case of inter-career or inter-category mobility to a career/category where the first pay grade (PG) corresponds to a pay step (PS) higher than the PS of the first PG of which he/she is the holder, the employee will be paid the PS within the structure of the target career which is closest to the PS of the career/category of which he/she is the holder.
Example 1: A Technical Assistant in the 4th PG, PS 9, corresponding to € 895.21, will be paid € 998.50 during the mobility, corresponding to the 1st PG, PS 11 of the Senior Technician career, as this is the first PG of the destination career/category whose PS is closest to the PS held at origin.
Example 2: A Technical Assistant in the 7th PG, PS 12, corresponding to €1,050.14, will receive, during the mobility period, the salary of €1,205.08, corresponding to the 2nd PG, PS 15 of the Senior Technician career path, as this is the first PG of the destination career path/category whose PS is closest to that of the origin career path/category.
B. In the case of inter-career or inter-category mobility to a career or category whose 1st PG corresponds to a PS equal to or lower than the PS of the 1st PG of which he/she is the holder, the employee shall be entitled to the remuneration already received in the career/category of origin and may be paid at the salary step immediately following that at which he/she is currently placed in the category.
Example: An employee in the category of Technical Coordinator (Technical Assistant career), placed in the 3rd PG, PS 20 of the Single Pay Scale, with a salary of €1,463.32, in the case of inter-career mobility in the career of Senior Technician (ST), is entitled to receive the salary of €1,463.32 and may be paid the 4th PG of the original category (PS 22, €1,566.61).
Inter-career or inter-category mobility within the same body or service or between two bodies or services may be definitively established with the prior written opinion of the member of the government responsible for the public administration sector, provided that all the following conditions are met
a) there is the agreement of the institution or service of origin, if necessary for the mobility to take place;
b) the employee has given his/her consent
c) There is a vacant post;
d) if the mobility has a probationary period established for the target career;
e) verification of the specific legal requirements for recruitment (such as minimum academic qualifications, specific training, knowledge or professional experience).
It should be noted that in the case of inter-career or inter-category mobility within the same institution or service, this will be subject to a proposal from the head of the institution or service concerned and a favourable opinion from the government member in charge of the respective area.
The procedure starts with the issuance of the Rector's Order authorising the opening of the procedure and its scheduling.
Yes. In section D of form Im1342, the employee should indicate the specific units/services to which he/she wishes to be transferred.
Yes, the employee must provide proof of qualifications.
The request (Im1342) and supporting documents must be sent (by e-mail) to the head of the relevant unit (Director of the Organic Unit, Director of UECAF or Director of the Department) within the deadline specified in the opening order.
By completing the Im1343 and prioritising in case of multiple requests. All the documents (Im1342, supporting documents attached by the employee and Im1343) must be sent by e-mail to the SGRH (sgrh@uc.pt) by the deadline indicated in the opening order, once the elements have been validated, the opinions have been issued and the requests have been prioritised.
Failing to meet the deadline for submitting the mobility request to the Head of Office or failing to meet the deadline for sending the documents to the SGRH will result in an automatic rejection.
