Roles & Responsibilities
Human Resources Management Service
- Participate in the development of the human resources strategic plan and ensure its implementation;
- Organise and update a communication and information system to continuously map human resources and provide management indicators;
- Develop and manage the staff establishment plan in an integrated manner;
- Manage employment status, including recruitment procedures, employment and contract renewal, performance appraisal, mobility and termination of service;
- Provide administrative management of human resources, namely payroll and other allowances and tax deductions, employee benefits, income tax returns, overtime, attendance, missions and individual files;
- Propose and develop a training policy in order to ensure the professional development of staff, including identification of training needs, planning, management and evaluation of the annual training programme and preparation of any external applications for training support;
- Coordinate induction and onboarding activities of new employees, ensuring their integration into the culture, nature and mission of the institution
- Provide dedicated channels of communication with the Human Resources focal points, operate and manage the Front Desk Unit;
- Manage, prepare and provide all the information required by law relating to human resources, as well as all support management information;
- Ensure the provision of technical information within its remit, as well as exercising other statutory powers relating to human resources policy and management;
- Issue statements, certificates, biographical notes and other documents requested by interested parties and required by law;
- Perform other duties pertaining to the management of human resources as assigned by the Administration.
Recruitment and Contracts Management Division (DRGC)
- Prepare and manage recruitment and selection procedures for employees, managers and grant holders;
- Prepare and manage appointment procedures for management and governing bodies;
- Prepare and manage procedures for the appointment, renewal and termination of service commissions of management staff;
- Prepare and manage employment, contract renewal and termination procedures for employees and grant holders;
- Prepare and manage procedures for the conclusion of employment-insertion contracts and similar tools;
- Prepare and manage the probationary period assessment procedures;
- Manage performance appraisal procedures, ensuring the necessary support for those involved in the appraisal process and for the establishment and functioning of statutory committees, preparing and providing all relevant information, namely reports and other summaries of appraisal cycles;
- Prepare and manage the procedures for employee mobility, transfer due to public interest and redeployment;
- Prepare and manage procedures for leave of absence, grant holder equivalence status, and suspension of contracts;
- Perform other duties as assigned by the Service Management.
Recruitment Support Unit (NAC)
Optimise the contract management process in line with the objectives set out in the guiding policies and strategies, in particular by defining planning, monitoring and control procedures to increase efficiency and effectiveness, as follows:
a) Overseeing contracting processes within research projects, encouraging direct liaison with other areas involved, leading to more specialised, expeditious and problem-solving procedures, as well as closer monitoring;
b) Overseeing other contracting processes, encouraging direct liaison with the contract management support team, leading to more specialised, expeditious and problem-solving procedures, as well as closer monitoring;
c) Managing and monitoring contracting processes, ensuring a prompt response to data reporting requests, both internally and those that need to be provided to external bodies;
d) Monitoring and managing contract terminations, ensuring the necessary interaction with all stakeholders;
e) Implement the guidelines issued by the Head of Division.
Payroll Division (DPR)
- Ensure the processing of payroll and other allowances and tax deductions, as well as the necessary steps for the due fulfilment of tax and parafiscal obligations;
- Prepare, manage and ensure the due proceedings regarding faculty collaborations, accumulation of functions of staff and grant holders, and due processing;
- Manage proceedings regarding employee benefits and their dependents;
- Manage pay progression procedures for employees, ensuring compliance with all legal requirements;
- Manage working hours, holiday leave and attendance of employees and ensure that they are included in payroll processing;
- Manage retirement application procedures and medical board referral requests;
- Prepare and manage procedures for the provision of overtime work and the granting of working student status;
- Prepare and manage procedures regarding missions and due processing of allowances;
- Participate in the instruction of procedures for accidents at work and occupational diseases;
- Ensure that data from individual records is kept up to date in the information system;
- Verification of compliance with the exclusivity regime of employees and grant holders;
- Perform other duties as assigned by the Service Management.
Front Desk and Archive Unit (UAA)
- Provide face-to-face support to clients of the Human Resources Management Service;
- Ensure the updating and improvement of the content of the Human Resources Management Service web pages;
- Organise and maintain the Human Resources documentation archive;
- Ensure that the archived data from employee individual files is kept up to date;
- Ensure the safekeeping of documents and respond to requests to consult them;
- Perform other duties as assigned by the Service Management.
Transversal Support Unit (UAT)
- Advise and assist the Service Management on legal matters as well as on cross Service matters;
- Represent the Service in legal proceedings concerning HR matters, in close liaison with the Legal Support Office;
- Identify training needs and prepare, propose and manage the biennial staff professional training plan;
- Prepare and coordinate induction and onboarding of new employees, ensuring their integration into the culture, nature and mission of the institution
- Assess the impact of the training provided and compile information for the annual human resources training report;
- Propose and draft potential applications for external support in the field of training;
- Prepare reports and issue opinions, when requested, on matters falling within its remit;
- Help define and implement policies that encourage employees to balance work and family life;
- Perform other duties as assigned by the Service Management.
