2025 Call of the Driving Urban Transitions (DUT) Partnership | Deadline: 17 Nov. 2025
The 2025 Call for proposals of the Driving Urban Transitions (DUT) Partnership, which aims to support transnational research and/or innovation projects focused on urban transition towards climate-neutral and resilient cities, is now open.
Established under the Horizon Europe, the DUT Partnership seeks to address urban challenges and promote the transition to a sustainable, resilient and climate-neutral future, involving regional, municipal and local communities.
The call supports projects that contribute to one or more of the three Transition Pathways (TPs) (priority axes) defined by the DUT.
15-minute City (15mC TP)

- 15mC Topic 2: Reimagining parking – transforming urban parking policies
- 15mC Topic 3: Mobility policymaking in context of radical contestation
Circular Urban Economies (CUE TP):
- CUE Topic 1: Resilient green and social infrastructure
- CUE Topic 2: Sustainable tourism – circular benefits and challenges
- CUE Topic 3: Public procurement to foster urban greening and circularity
Positive Energy Districts (PED TP):
- PED Topic 1: Driving a just transition – PED strategies in social and subsidised housing
- PED Topic 2: Ensuring positive socio-economic impact – PEDs in local economies and energy markets
- PED Topic 3: PEDs in urban heating and cooling strategies
Applicant consortia must include at least three independent legal entities from three different countries. At least two applicants must be from different EU Member States or Associated Countries to the Horizon Europe eligible for co-funding under this Call. Consortia must also include an urban government authority (a city, municipality, or an entity responsible for providing essential urban services, so long as this entity is owned by a local government).
Funding will be provided by the Foundation for Science and Technology (FCT) and by the Regional Coordination and Development Commission of the Centre (CCDRC). The total funding available from each entity is €500,000, with an estimated amount of between €100,000 and €200,000 per project.
The application process takes place in two stages: submission of pre-proposals (1st phase) by 17 November 2025 (12:00, Lisbon time), and submission of full proposals (2nd phase) by 23 April 2026. Only consortia that submit a pre-proposal in the 1st stage may later be invited to submit a full proposal in the 2nd stage.
On 9 September, at 9:00 (Lisbon time), an online information session will be held to present the key elements of the Call. Registration can be made via the Call's Matching Platform.
