Rede WHPO / WHPO Network

Proposta de linhas orientadoras para a formalização da constituição Rede WHPO (documento de trabalho):

Com a realização do I Encontro Internacional WHPO (World Heritage Portuguese Origin), em 27, 28 e 29 de Abril de 2006, a Universidade de Coimbra, a Comissão Nacional da UNESCO, o IGESPAR e o ICOMOS Portugal deram início a um processo pioneiro na história da cooperação cultural portuguesa.

O pioneirismo dessa iniciativa reside no facto de pela primeira vez se desenvolverem esforços para juntar os países que têm património cultural de influência portuguesa e discutir formas de cooperação efectiva para o acesso e a gestão do património mundial, nos moldes propostos pela Estratégia Global da UNESCO.

As conclusões desse encontro apontavam claramente para a necessidade sentida por todos os participantes, dos 21 países presentes, de se formar uma REDE WHPO (Rede de cooperação para o património mundial entre países com património cultural de influência portuguesa).

Os objectivos genéricos da REDE WHPO foram, assim, sintetizados no seguimento do que foi amplamente discutido no I Encontro WHPO, através dos seus vários grupos de trabalho:

a) Promover a cooperação entre os países com património cultural (material e imaterial) de influência portuguesa, no sentido de pôr à disposição de todos, instrumentos e conhecimentos que facilitem o acesso ao património mundial da UNESCO, bem como os seus instrumentos de gestão, tal como previsto nos documentos da Estratégia global da UNESCO;

b) Promover a capacitação dos países implicados para a gestão integrada e sustentável do seu património já inscrito na lista da UNESCO;

c) Promover a capacitação dos países implicados para a elaboração das suas Listas Indicativas e para a sua gestão consequente como instrumento de planeamento da Lista do Património Mundial, contribuindo para corrigir as assimetrias actuais;

d) Garantir a todos as instituições que vierem a integrar a REDE, o acesso à informação documental, histórica, técnica e científica já produzida ou a produzir sobre o seu património cultural;

e) Organizar formação avançada e contínua de carácter técnico e científico para quadros técnicos dos países representados na REDE sobre conservação, gestão, restauro e gestão de património mundial;

f) Promover fora de debate e informação de vários tipos sobre as questões que constituem o objecto da REDE;

g) Disponibilizar informação actualizada sobre linhas de financiamentos para projectos específicos que esse integrem nos objectivos acima descritos.

Proposal of foundation guidelines for WHPO Network (draft)

After the 1st International Meeting of WHPO (World Heritage of Portuguese Origin), the 27, 28 and 29 April 2006, the University of Coimbra, the Portuguese National Commission for UNESCO, the IGESPAR (Heritage Management’s Institute) and the Portuguese Committee of ICOMOS began a pioneer process in the history of Portuguese cultural cooperation. The originality of this initiative lays on the fact that, for the first time, efforts have been made to join the countries with cultural heritage of Portuguese influence to discuss effective methods of cooperation related to access and management of World Heritage, within the models proposed by UNESCO’s Global Strategy. The Meeting’s Conclusions, also enclosed in this e-mail, clearly pointed to the need felt by all the participants, from the 21 countries present, towards the creation of a WHPO NETWORK (Cooperation Network to the World Heritage among countries with cultural heritage of Portuguese influence).

The WHPO NETWORK main goals were synthesized in accordance with what has been largely discussed during the 1st WHPO in its various work groups:

a) Promote cooperation between countries with cultural heritage (tangible and intangible) of Portuguese influence so that the tools and knowledge that facilitate the access to UNESCO’s World Heritage and their management tools are available to all, such as provided by the UNESCO’s Global Strategy documents.

b) Promote the empowerment of the countries involved for the integrated and sustainable management of its Heritage already inscribed at the UNESCO list;

c) Promote the empowerment of the countries involved in the preparation of their Tentative Lists and their subsequent management as a tool for planning the World Heritage List, helping to correct the current imbalances;

d) Ensure that all the institutions which will integrate the NETWORK can access the existing or future scientific, technical and historical information about their cultural Heritage;

e) Organize technical and scientific advanced training, for technical staff from the countries that constitute the NETWORK, about World Heritage management, conservation and restoration;

f) Promote discussion fora and several types of information on the issues that constitute the NETWORK’s subject;

g) Provide updated information on funding for specific projects in line with the Goals described above.
