Dr. Barnes' interest in Portuguese and Lusophone countries is based on project experience in Portugal (Mondego river water pricing; Guadiana river basin study, Science Park development in Lisboa, Porto and PhD field work), Angola (marine resources), Cabo Verde (marine resources), Mozambique (marine resources), Brazil (environmental management.

Experience:
1969 -1972:  Researcher, Economist Intelligence Unit (EIU)
1973 -1975:  Research Fellow, University of Dar es Salaam, Tanzania (Marxist political economy).
1975 - to date: Consultancy with Commonwealth Secretariat; UK Department for International Development - DfID, World Bank, Asian Development Bank, African Development Bank, EU, Indian Ocean Commission.
Country experience: North, East, West and Southern Africa, Brazil, China, India and Europe.
Education:  Keele, BA (Hons, economics and law), Reading and University of East Anglia (Development Economics), MSc (Cambridge) International Relations, PhD (University of Manchester 'The Macroeconomic and Social Impacts of Privatisation with reference to Portugal'.
